私の場合 alias chrome="/mnt/c/Program\ Files\ (x86)/Google/Chrome/Application/chrome.exe" で開けるようになりました。 ~/.bashrc に入れておけば、適当に書いた html ファイルを chrome temp.html として見ることができるようになります。
